State Attorney Willie Meggs says the charge against Ray Sansom, Bob
Richburg and Jay Odom is simple enough to understand. A 2007 budget
directive from Sansom calls for $6 million for an building at "Destin
Airport." (see photo at left) But the final budget wording omits the
airport reference.

That, according to Meggs, is the underlying
evidence that the men disguised an aircraft hangar to be used by Odom
by calling it an emergency training and response center.

"The
person who typed the documents is unknown to the state. The person who
was responsible or caused the falsified document to be produced is
Raymond Sansom or his principals James Robert Richburg or Jay Alan
Odom," Meggs writes in a court filing triggered by a judge's ruling last week that the state spell out the charges.
