Secretary Ray LaHood had this to say:
This program has been a lifeline to the automobile industry, jump starting a major sector of the economy and putting people back to work. At the same time, we’ve been able to take old, polluting cars off the road and help consumers purchase fuel efficient vehicles.
What a waste. We just paid a bunch of people to trade in cars that they would eventually traded in anyway. No one ‘went back to work’ because of the program (they went back to work because the government owns their company). The money spent on this program could have gone to worthy mass transit projects (such as our Orange Line) and made more of a difference in getting people out of old polluting cars. Too bad.
